@Brandon: Thanks for the effort - very much appreciated to have more (and less tired) eyes than mine reviewing this. As you point out, while we can get most of the programs to align on "1101", it's inconsistent across all of them.

Here's another example - the edge case for "55 55 55" that I mentioned in the first post, which falls into a 250ml program:

55555 5
11 01 1001 000 00 011
BV: 1001 - 170ml : Expected 250ml

I'm also considering the whole big-endian/little-endian ordinality that you've mentioned, because the patent example is kind of odd in its description of bit-order from left to right - of course, this could just be how they chose to write it up for sake of expediency.
